Javier is a London Business School alum serving as Chief Financial Officer of Heathrow Airport Holdings since May 2016. He is responsible for leading the organisation financially to give passengers the best airport service in the World while delivering £1bn+ EBITDA growth over the current regulatory period by enabling a volume based strategy and transforming Heathrow’s approach to risk, cost and investment. He is accountable of all procurement strategies and activities across Heathrow and leads the investment strategy of its multi-billion capital plan and work with all airline partners, local authorities, Government and the CAA to deliver Heathrow expansion in a safe, sustainable, affordable and financeable manner while driving value generation to customers and shareholders. His accountabilities also include the management of Heathrow’s £13bn debt portfolio through a multi-rating, multi- currency funding platform and its £4bn defined benefit pension scheme. Javier is member of Heathrow Airport Holdings Board of Directors, Chairman of Heathrow’s Fire Safety Board, Chairman of Heathrow’s Investment Committee and Company’s Shareholder Representative at NATS Holding Limited Board of Directors. Javier joined Heathrow in January 2008 and he has advised the Board and Chief Executive on establishing Heathrow’s current capital structure and positioning Heathrow as a strong credit in the financial markets, setting a robust financial investment appraisal capability and leading Finance to become a genuine strategic business partner. Prior to joining Heathrow, Javier worked as senior manager with Ferrovial, a Spanish firm that is one of the world’s leading infrastructure operators and municipal services groups.
